Did you test the fuses with a test light?
No need to request a phone call, but please give me a moment to type my response.
Since the fuses are good it might be a good idea to check the dimmer switch. If it's unplugged then you won't have any dash lights, or at least check and see if it makes any difference when you try to change the dash lights from dim to bright. If not, let me know and we can test the wiring. Sometimes these can fail and cause the same issue you are having. Especially if the fuses are all good.

What model accord is it?LX, DX, EX and is it a coupe or a 4 door?
Also, was the hazard switch from the same model and can you take the car apart and look at the wiring?Finally, does the odometer change when you use the switch?
Can you tell me how you tested the dimmer switch if the dash lights don't work?
I need a couple minutes to look at the wiring diagrams, I shall return!
Can you please check fuse 9,10 and 13 for power in the fuse box inside the car?If they are good, then please check the red/white stripped wire to the dimmer and make sure it's got power as well.
