Disconnect the metal line from the rubber hose where the line mounts to the strut and see if fluid will flow out the metal line.

Customer: replied 22 days ago.
could the proportioning valve be bad?
Expert:  kalamykid replied 22 days ago.

Look at your abs unit. There are three lines on the top row, and three line on the bottom row, As you are looking at the lines, loosen the right top line and see if fluid flows out the hole if you push on the brake pedal please, Make sure to tighten the line back up before your helper lets off of the brake pedal.

If the other font line is bleeding, the proportioning valve can not be your problem.
