yes. whenever the check engine light is turned off by erasing the stored codes, the vehicle has to go through a drive cycle to reset the emission monitors. it takes anywhere between 25-50 miles of driving the vehicle
This process was designed to prevent a vehicle from slipping through an emissions test with a known problem. Until 1996, a common tactic was to turn off the Check Engine Light by clearing the code just before an emissions test, without performing the proper repair. The Drive Cycle and Emissions Readiness Monitors have, for the most part, stopped this unethical tactic.

let me ask you this, when you turn the key to the on position(not start), does the check engine light come on?
the check engine light should remain on until the engine is started. if it does not, it is verification of a bad pcm.
