Hello and welcome to JustAnswer!

This is almost surely an internal failure in the radio itself. If it won't accept a disc yet there isn't one in place, or if there was a disc in place and nothing happens when the CD button is pressed then the failure is internal.

Is it possible that a disc previously used is stuck in a partially ejected state? A disc with a stick-on label for instance can get stuck and that would explain what you're having.

Did the problem start after a battery disconnect, jump start, repair, etc?
Have you tried a battery disconnect now?

I just bought the vehicle, there doesnt appear to be any discs in the player. It has not worked since Ive owned it. I have not tried a battery disconnect.

Go ahead and try a battery disconnect if you can't see any discs in it. If that doesn't help then the radio is either going to need to be replaced or sent out to somewhere such as United Radio for repair.
