Hello I will help you with your question,

Can you reach up the shaft of the brake pedal and unplug the brake switch to see if the lights go out?

If the do inspect the area the plunger of the switch rests, if it is missing you need a body trim fastener from the parts store, if the switch is mounted solid and the plunger does press all the way in when the pedal is up replace the switch.
