My hood in 1990 civic will not release when pressing hood release inside car.

does the handle pull out all the way or does not move at all ?

the release cable pulls out all the way but the hood does not pop up at all.

ok the cable most likely broke. so you will need to jack up the car and support it on jack stands and then remove the splash shield and use a long screw driver or something to manually move the release lever you will see the cable attached to the latch so you will know what your moving.

you can also try to use a pair of pliers and see if you can manually pull the cable where the latch is

The cable springs back into place. I can hear the cable clicking near the front of the hood but nothing is releasing.

ok it's stretched and about to completely break.

so see if you can grab the cable at the handle and see if you can pull it more.

I have pulled it several time. I have allowed the cable to spring back freely and forcibly. I had my wife pull the cable and kept the tension on the cable while I tried to jimmy the hood. I was able to do this last time but I must have got lucky and hit the right spot under the hood with a long, slim flat bladed screwdriver.

ok this is what I was talking about earlier when jacking up the car.

try to grab the cable on the inside and see if you can get some more pull on the cable.

once you get this open don't close it until you replace the cable.

How do I get to the cable by jacking up the vehicle? The front driver side wheel well is covered.

you will need to remove the plastic splash shield under the radiator. then go straight up from their with the long screw driver you will see the cable where it attaches to the latch
