This engine has adjustable valve lash that is supposed to be done every 100,00o miles. I think if you have the valves adjusted and the valve cover gasket replaced the noise will be gone. The noise is metal hitting metal and over time it will damage the loose parts.

is the cylinder head cover and the upper cover the same? Is that the valve cover?
Yes that is the valve cover
what's your method to turn the camshaft pulley and where do I attach the wrench?
The crank pulley is what you turn with the center bolt all you do with the cam pulley is to use its markings for alignment so you see when you are on the base circle of the cam and the rockers are at maximum lash. That is where you set the clearance. You have to turn the cam 4 times to get all the valves in turn on the base circle.
should i purchase an offset feeler guage or standard?
A standard gauge works fine, you can get an offset if you wish they are about the same price.
