No, the green light isn't coming on at all.

At all? What about when you turn the ignition switch to the ON position? Does it come on and blink a few times and then go back out?

You need to check the fuses for the main relay circuit. Fuse 1 (15 amp) and fuse 13 (7.5 amp) in the under dash fuse box. Also check fuse 46 (15 amp) in the under hood fuse box.

I need to be more specific. With your test light or multimeter I need you to check for voltage on each leg of those fuses with the ignition switch in the ON position. Tell me what voltage is present.
