if you have not replaced the thermostat, replace them and flush the heater core, if you replaced it the thermostat then flush the heater core.

My mechanic says it's a defective radiator cap.

if he tested that then replace it by all means, but that won't cause the heat to fluctuate. the thermostat is what cause the temp to rise and would effect your heat output.

My fog lights don't work. I noticed that the lens is broke. Do I need to replace it with the whole kit or assembly?
if the lens is broke then you need a whole assembly.
