Hello I will answer your question,
You can replace bulbs on the back of the instrument cluster.
Remove the drivers middle panel
then remove the cluster
The bulbs are 1/4 turn to remove
The bulbs should come from the dealer parts department, just use this diagram to show them which ones you will be replacing

As I knew where to go to remove the instrument panel, and also the bulbs should come from the dealer for replacement in the cluster.
At some points of driving the lites relite in some areas, not sure if it is all burn't bulbs, might be short in the electric hook up ?
Are the bulb contacts seated fully? If they have been removed and reinstalled you may have a poor contact there. What areas do you have an issue with. Does the backlighting for the LCD portion work correctly?
The RPM (on left) is fully lite; the Odometer (Middle) is totally Dark execpt the 143,800.3 miles at bottom is lite; the right is Dark (showing P for Park, D for Drive, R for reverse)
I don't know what you are referring to as " back lite " ???
The LCD display is created with the liquid crystals blocking light from a white background. The white background is created with a light bulb on a white surface that is on whenever the LCD display is. If the bulb is off the display is dark.
Try this test
Ignition switch off
Has the gauge cluster been removed? Does the fuel gauge light?
Check fuse #10 a brown 7.5A in the underdash fuse block
Let me know what you see on the dash when you run the self test from above
