Good morning , there are two real common cause of this symptom.
One of the causes is a sticking idle air control valve.
The other is a broke wire in the power steering pressure switch circuit.
In this case it sounds like the IACV because of the 1800 rpm surge.
This part is on the bottom side of the throttle body and is a fairly hard repair
