Honda Element error code P2646

Honda P2646 A rocker arm actuator system performance or stuck off bank 1. This is the code I have on 2003 Honda Element. What does it mean?

This code is usually caused by a sticking VTEC oil pressure switch or low oil level. Check the oil level first if that is ok. Check the pressure switch or replace the switch. If you have access to a multimeter, I can walk you through some simple steps to check the switch.
