On a 2003 Honda Accord with a code 84-1 which is traction control/ABS module failure, after replacing module, why would Honda dealership not be able to do pressure sensor neutralzation memory relearn and is there a manual relearn that can be done without going back to Honda?

No this has to be done with the Honda HDS scanner ir order for this to be done ,also this should of been done when the module was replaced so it should be done at no charge to you its the dealers fault not yours
