Question 1 doesn't make sense. If it's in pure tension there would be no angle of twist

The second question doesn't make sense either. You're stating they both have the same r, so is t (solid) equal to r (solid)?

Also, you need to make an assumption about the angle of twist or shear stress or something that links the two together.
