The make up and structure depends on its role within the company, the number of employees, and estimated turnover and hiring needs. From the the rest of the question I will assume HR will cover training and development as well as benefits. It is also important to know if the company has multiple locations and in multiple states? This will help us decide if they need a VP of HR, Director of HR, Regional HR Manager, HR Manager, Generalist, Benefit Coordinator,Training Coordinator, Senior Recruiter, Recruiter and Administrative Staff.
Part 2: Again will be decided by the type and size of the organization. Item that possibly fall under HR include but are not limited to staffing, training and develpment, new hire orientation, safety training, benefits, payroll (I prefer to keep this with accounting), personell issues, employee recognition, compensation management, performance management (ie: performance reviews)

This is my first time doing anything like this and I greatly appreciate and value your help.
