Federalism, the separation of powers, and checks and balances

Resolved Question:

“Federalism, the separation of powers, and checks and balances are all institutional arrangements designed to make government move in a slow and cumbersome manner – in other words, the gridlock we often complain about is intentional – so that the government cannot infringe on our rights and liberties. If we had an efficient government, our liberties would be greatly reduced.” I am supposed to make a sound argument in favor of this idea. Please help!
