An instrument of international human rights called "United Nations Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment" attempts to put an end to torture around the world. 142 nations are currently members of this convention. The convention which comes under the authority of United Nations, advices its members to take all the necessary measures to effectively prevent torture within the limits of their borders. This convention also forbids nations to send people back to their home countries, if there is a chance that these people might be tortured. Since the year 2004, this convention has been gathering a lot of world press attention due to the interrogation techniques of stress and duress used by the military personnel of the United States army on their Iraqi detainees in the America-Iraq conflict. Disturbing facts came forward when accounts of homicide, rape, torture, and abuse from Abu Ghraib prison in Iraq came to light. Graphic pictures showed personnel of American military in the act of horrendously abusing prisoners. It was later estimated that about 90% of the held prisoners were innocent. After these incidents, U.S. Department of Defense discharged seventeen officers and soldiers from duty. Seven other soldiers were charged with maltreatment, aggravated assault, battery, and dereliction of duty. These seven soldiers were later convicted in courts martial, dishonourably discharged from service, and sent to time in federal prisons. Though United States ratified this convention, it still added the declaration that says “nothing in this Convention requires or authorizes legislation, or other action, by the United States of America prohibited by the Constitution of the United States as interpreted by the United States.” Torture still stands illegal in United States today, and is considered illegal if personnel of United States military practice it anywhere, anytime.
