B. assonance.
Technically, it is both "B" ("ear" sound--assonance) and "D" (repetition of "d" sound on the end of word--alliteration), but I'm going to go with B.

"And all is seared with trade; bleared, smeared with toil"

With the use of "trade" in the above line, this section then leans more towards alliteration because of the heavy "D" usage.
