Are all of the chairs wobbly or just one?

Customer: replied 1 month ago.
No and do I stack a couple?
Customer: replied 1 month ago.
Or can I cut into them to make them at the right diameter?

Is it only slightly wobbly? Is it all of the chairs or just one?

Customer: replied 1 month ago.
Just one

Like one leg is smaller
Customer: replied 1 month ago.
By maybe half an inch

It could be that one of the leg braces got bent. Do any of the braces look to be bent differently than the rest?

Customer: replied 1 month ago.
No I don't think so

I guess a pad should work right?

I would take a close look at the braces to see if any look to be bent. It may just have to be bent back out. If not those pads will work. I have used them before and they work great.
