Stalls and electricity of course are different factors and may call for permits. Then of course keeping the structure right at 200 sq. ft . It is often the addition of a feed storage area that can put one over the limit.

Square footage is the foot print , so any "hang on " type closets or cabinets on the outside that do not touch the ground do not add to square footage.
The same would apply to hay lofts and racks.
