There is no minimum slope. The minimum slope for asphalt shingles is 3/12. Less than that you need to use roll roofing or EDPM rubber membrane.

Would a 1/8"/12 be okay, 28th rolled roofing?

That's a virtually flat roof. You need to use a membrane for a pitch that shallow. Anything under 1/12 is problematic for roll roofing.
