In most locales yes a building permit would be required. At the very least a plumbing permit is required.

I wouldn't sweat it. Work of this type is often done without pulling a permit and it's extremely unlikely anyone will call you on it. There's an exceedingly small chance it may come up if you sell the house but even that eventuality is pretty remote.
