If the wood under the shingles is turning black you need to strip the shingles and possibly even replace the roof sheathing. I can't say how you might do this without touching your neighbor's garage but if the garages are connected and the problem extends to his side he will have to make repairs as well. A picture might help

its not my garage but it looks like that. The problem is that I want to repair it but I want to touch my neighbors garage
