Floors squeak because a nail is no longer holding and the board it's supposed to secure moves. You need to re-secure the board. How you do that depends on many factors. What type of wood? is the floor accessible from below? are you willing to refinish the floor?

Not accessible from below. Its in an apartment. Floors have squeaked since she moved in 16 years ago.

Fixing this would be pretty involved. You have to drill and screw every spot that squeaks then plug the hole with an oak plug. You'd probably have to refinish the floor if there are a lot of spots. I'm sorry but driving a bunch of finish nails into the floor like I see in the pic is not likely to help.
