I have a question about the wiring on the HeathZenith

I have a question about the wiring on the HeathZenith Security lite HZ-5412-WH. The black wire loop coming from the LED sensor. I assume I need to cute that wire and tie the wires to the black house power line. Correct?

Here's what I see in the instructions:

Try slightly pulling on both ends of the loop maybe one end is just caught on something.

That is what the instruction show. However the blace wire is a loop not open end
