Can I cut partway into the ends of floor joists resting on a load bearing wall. If I laminate same 10x2" on each side?
Only cutting halfway the width and 6" deep.

I'm not following your notch description. Are you making the notch in the existing joist then sistering joists on either side? are you cutting into the sisters?
