according to Canadian Building code, how far can I cantilever 2" X 10" joists over a 3 ply 2" X 10" beam ?

Hi. 16 inches for 2x8 and 24 inches for bigger joist (2x10 are then 24 inches max of projection). They must not support weight from an additional floor, if they do (or if you want them longer) you need to have a structural engineer calculate it for approval.
