The ceiling light needs to be far enough from the shelf or installed in a manner ( like recessed) so it will not interfere with placing and removing items from the shelf.

Small florescent type lights are alowed directly over shelves.
Lights that operate at high temperatures should not be placed in shelves or close enough to the shelve for items to touch the fixture or bulb.
