I want to disinfect my old well from the 60's. the top

I want to disinfect my old well from the 60's. the top has a capped, 2 in iron pipe. When I take this cap off, the iron pipe rotates. Do i remove the whole pipe to pour chlorine into the well, or will it go into the top of the pipe?

You should just remove the cap. The pipe should be open all the way to the water level. So once the cap is off you can dump your chlorine into the pipe.
