It appears you want to possibly start a business .

While welding can be self taught with sastifactory results

it is best to attend a school and become certified if you intend to weld for others. Classes are inexpensive and usually fairly short. There you can learn the best methods for welding whatever materials you choose to use.

Once you are comfortable with your skills you can start purchasing the type welder and benders you will need with more confidence. The type of material you choose will determine the practicality of the ten inch radius you mentioned .

You may be able to save some money by locating some good used tools and equipment for sale. This is not unrealistic and contacts are often made through instructors and classmates at the welding class. ( local tech schools offer various welding classes).

In any event expect to spend around one to two thousand dollars to get set up.

Manual benders are less expensive and do the job well, they just take more patience and muscle.

They are however a good tool for developing exerience and skills.
