Burnham gas fired steam boiler. Initially pilot lite low

Customer Question

Burnham gas fired steam boiler. Initially pilot lite low flame main burner would not lite. Replaced thermocouple and gas control valve. Attempts to lite pilot (standing pilot lite) good flame goes out when I release gas control valve. I Circuit breaker is on. I have not checked low voltage with a multimeter yet..

The thermocouple keeping the pilot lit has nothing to do with the low voltage control circuit. Is the pilot flame engulfing only the top 1/3 (no more) of the thermocouple? I assume the thermocouple connection at the gas valve is dry (no pipe dope) and tight.
