I purchased a house. In the garage I can tell they had a car that leaked oil for years. How do you remove oil from concrete?

Great question by the way, this is a very common issue.

OK, first buy some cat litter. The kind that clumps is the best. Spread it on the stained area. Crush it in with your feet and leave it over night.

Repeat as long as you are getting absorbtion.

Next get a stiff brush and some laundry detergent(powder). Wet the detergent and scrub it in. Repeat until you get a good dried result.
