My new genie remotes are opening my neighbor's pre 1993 liftmaster. We have tried unplugging and reprogramming both but nothing seems to work. How do we resolve this?

If reprogramming does not help, then one of you will have to change to a different type of system, for example a Genie Intellicode remote - every time the garage-door system is activated, the Intellicode system selects a new code from billions of possible combinations. This virtually eliminates the possibility of inadvertently opening a neighbor's garage door.
