Ok, urethane caulking is a better option than silicone for bonding to both wood and concrete. There a many good products here is a high quality product at Home Depot Urethane caulk
But I don't know if you have a Home Depot nearby
So just blow or take out all dirt, make it clean and caulk it up?
Dap also makes a good option at HD
You must have a clean surface or the caulk won't bond well.
Keep in mind that urethane caulking can stay tacky for 24 hours and should not be applied in cold weather (below freezing) but this time of year is fine
