Hello and welcome. This depend on your municipality rules set but usually you need a permit. Here is an example of even 2 different regulation in the same town of Toronto:

As for the taxes, they should also go up but not significantly. It may depend of the evaluation grid of your municipal evaluation inspector (he might not even have a special case for asphalt/concrete).
