I want to know how close I can install an electric water heater

Resolved Question:

I want to know how close I can install an electric water heater to the main electrical service panel.
I would like to install a small 20 gallon heater below the electrical panel on the floor.
From bottom of the panel to the floor is 51 inches,
the water heater is 22 inches high. That would leave 29 inches between the bottom of the service panel and the top of the water heater.
