Resolved Question:

HOW IS MANILA PALM TREE ROOTS GROW? ARE THEY CAPABLE OF UPLIFTING CONCRETE SIDEWALK?

The manila palm does not grow to be a very large palm compared to a royal palm. The root system forms a ball that has fibrous roots that branch out from it. If it was planted right along a concrete sidewalk you could get some heave in the walk. It placed a few feet from the walk it should be negligible.
