Just bought a set of Hampton Bay Portable Cabinet light Kit and the instructions state that the lights must be recessed or surface mounted with screws. I'm confused. How is this a portable accent light?

It is portable in that you can lay out and plug in the lights with the wiring and plug assemblies they provide. A fixed system is basically hard wired in and switched through a wall. These can be switched with a toggle. Once set in place by recessing they are not very portable.
Can they be placed on surface without affixing to the display case as long as they're unplugged when not in use?
They indicate recessed or surface mounted with screws. I do not see the harm they could do by just placing them on the surface and not screwing them down. Depending upon the lamp, monitor for heat build up. They indicate they can be hung to shine downward. Do not cover them with anything or allow anything too close to them as they can heat up and the possibility of catching something on fire or scorching something. For additional specific information you may want to contact Hampton to clarify.
