When I flush my toilet, the bowl fills with water but does not flush. What could be the problem?

Reply to Edward's Post: The water will rise and then drain very slowly and leave waste in the bowl. Also, when my washer drains in between cycles, I can hear my toilet "gurgling." It has been happening for about a week now.

Thanks for the prompt reply. The information you provided about the toilet "gurgling" is a very good indication of the problem which is a blocked or partially clogged vent pipe for the plumbing. The video below explains the vent and one of the ways to what is needed to remove the clog. Another solution is to run an auger down the plumbing vent pipe.
