A model number will allow me to provide more specific information. Yes, the coils are in the freezer compartment and the screwed on panel will have to be removed to view the coils. You can listen to the fan by pressing the switch that turns of the light in the refrigerator section. When the switch is pressed in with the refrigerator plugged in you should hear the fan inside the unit running, unless it happens to be in the defrost mode.

You do not have to remove the back of the refrigerator. The plastic panel in the freezer needs to be removed to gain access to the evaporator coil. The evaporator coils in the freezer should be cold. There should not be a large amount of ice built up on them. The condenser coil under the refrigerator should be warm if the compressor is running. Hot is OK for the condenser but not hot enough to fry an egg on. There are several possibilities of what the problem could be. The most common problems found are a bad defrost timer. If Ice buildup is found then the most common parts that can cause that problem are parts associated with the defrost circuit, heater, timer, thermostats, etc.
