Dogwood fungus

Dogwood tree has a green fungus at the base and the leaves are turning brown. What and where can I buy something to get rid of the fungus and keep the tree healthy?

lists diseases of the dogwood treats including several fungal diseases. See if anything there matches up what you are seeing for symptoms. it also lists treatments for each disease.

I would expect a good garden center particularly one that sells dogwoods could get you the right products to treat the issue.
You might want to hire a landscape or tree service to take care of this for you if you do not want to apply the poisons yourself of if the tree is too tall for you to easly reach to spray yourself etc.
