A low CD4 count would mean an impaired cellular immune response-
It is only a measure of the immune system-
HIV is a very common cause of this, but there are others unrelated to HIV.
So a low CD4 per se does not prove HIV infection, but it would suggest a similar risk for opportunistic infections.
