4100 series tractor - 43 backhoe - hydraulics seem way too powerfull - bent 2 cylinder shafts last time I used it - how can I turn down the remote hydraulics?

The main relief valve is adjusted by shims. # 4. It is on the incoming pressure side of the backhoe control valve. Remove shims to lower the pressure.

Item number 4 is shims that have to be removed to lower the pressure. This is the incoming end of the backhoe control valve.
Where is this located - on the backhoe itself?
Yes, it is located where the backhoe levers attach on the backhoe valve.
