my 830 john deere has a separate lever to engage the pto shaft,but the pto turns when the shift lever is disengaged. Will this harm the pto clutch?

This should not harm the PTO at all. I have been using a 4020 the past couple days on a manure spreader, when the spreader is empty the PTO runs all the time. It is just friction in the mechanism. I would not worry about it unless the PTO will not disengage ever. Then there is something internally wrong with the clutch and it needs to be repaired. Hope this helps.
