There are a few possibilities.
It can be from a pouch or diverticulum of esophagus.
Food or fluid can enter there on swallowing.
An overlying structure like a lymph node or thyroid can become prominent on swallowing.
You need an examination by doctor in person.

After examination doctor can take tests like ultrasound, scope etc.

It looks like a string of muscle connecting from my Adams Apple to my collar bone, about a half inch thick.
It happens only when swallowing only on the left side. When I place my fingers where the muscle recedes into the collarbone on both the left and right side, I feel the muscle tensing on the left. There is absolutely no movement on the right.
I have no difficulty swallowing.
I'm 23 with no past related illness. Anatomically it's my omohyoid muscle on my left side, that protrudes when I swallow. The bigger the swallow, the greater the protrusion

It is quite unusual for that muscle to be prominent.
There can be an weakness of that muscle..
