How large are the bubbles? How many are there?

There is no itching or pain- there is a two inch wide squishy bubble just below both ankles- I have had no contact with anything. I drink lots of waterman dad's no salt

There can be a few possibilities.
There can be collection of fluid from prolonged standing.
Heart disease, kidney or liver disorders can cause fluid accumulation there.
But these usually cause painless accumulation of fluid.
Clot in leg veins can cause it.
Arthritis, contact with an irritant can cause such swelling too.
Those can cause pain.
I would suggest to take an examination by doctor.
Please keep the leg at rest & elevated.
You can apply ice wrapped in towel.
Tylenol can be taken for pain.
