An antibiotic ointment like Mupirocin can be tried after clinical evaluation.
How long you noticed this?

do you see it worsening?
did you have any unprotected sexual intercourse before?
this can be a bacterial infection as I suggested above.
You can try Bacitracin ointment twice daily available over the counter.
However, I will also suggest you to see your GP for a clinical evaluation.
there are no breaks on the lump but it looks like ther might be fluid in it.
Ok --possible from infection.
Bacterial infection can cause fluid inside it.
should I KEEP THE FORESKIN RETRACTED?
There is no need.
Just keep the area clean.
and apply the ointment for now.
