Most commonly hemorrhoids can cause blood in the stool especially with smear on paper.
This can be due to the radiation therapy or a separate issue.
A colonoscopy should be considered however to rule out any precancerous lesion in the rectum or colon.
Given your history of cancer, this should be checked out.
In case of hemorrhoidal bleeding, stool softeners will help with soft stool.
Sitz bath which involves sitting on the warm water for 10 minutes is helpful as well.
There are surgical options as well.
Hence, you should discuss with your doctor the above options.
