Hi,
Thanks for providing more information.

As per your description, possible diagnosis may include Nerve impingement(Cervical radiculopathy).

I explain you in detail-

Any condition that puts pressure on the nerves where they leave the spinal column. These nerves after passing from neck come to armpit as brachial plexus and then radiating to arms and fingers.
Any sort of pressure in pathways of nerves can result in radiating pain, tingling sensation in arms and hands.

So you should undergo an MRI/X-Ray examination of the cervical spine ( AP and lateral views) for further evaluation as you are suffering from last few weeks with no relief.

You can try some home care measures to see if they give you relief which may include

Avoid activities that require you to keep your arm bent for long periods of time.
Do not rest your elbow on the armrest.
Avoid leaning on your elbow or putting pressure on the arm.

Keep your elbow straight at night when you are sleeping. This can be done by wrapping a towel around your straight elbow or wearing an elbow pad backwards.

Also use a thumb splint.

Take OTC Advil which helps in relieving pressure around nerves.

Also do massage with analgesic ointment.

You can also do warm compresses with a heating pad on shoulder.

At last,it's good to see an Orthopedist for a clinical exam.

Physical therapy can be effective.

thank you for your detailed response.I am also wondering if a small tia in the brain could cause something permanent?

Hi,

Thanks for the follow-up.

It may be possible to have small TIA in brain can cause numbness in arm however it also result in other associated symptoms like numbness in face, slurred speech and occur suddenly rather than gradual onset.

Then it should be ruled out.

Having said this,in your case chances of nerve compression are most likely.

However a clinical exam by a doctor is necessary in your case.

So make an appointment with doctor.

In case your Blood pressure is very high then visit ER.
