it seems there has been scar tissue fromation.
This is casuing the problem.
The finger tendon is getting pinched.
You need to see an orthopedic surgeon.
Steroid injection often helps
In some cases, surgery may be required to remove the scar tissue.
Hand physical therapy also will help.

yes can happen on the opposite side as well.
stitches may not have prevented this.

No this is specialty of hand surgeon ( a subspecialty in orthopedics).
It may remain the same or worsen over time.
Arthritis may set in the joint limiting movement further.
Does worsen mean limiting usage, I ride horses
